The Multilateral Cooperation Center for Development Finance (MCDF) promotes high-quality cross-border connectivity infrastructure investment in developing countries through partnerships. MCDF advances this mission by supporting project preparation, capacity building, and information sharing to boost the application of International Financial Institution (IFI) standards and good practices in cross-border connectivity projects to ensure they foster sustainable development. The MCDF Secretariat supports the day-to-day operations of MCDF, including the MCDF Coordination Committee (CC) which oversees the MCDF Collaboration Platform and its knowledge-sharing activities, and the MCDF Governing Committee (GC) which decides the use of funds under the MCDF Finance Facility. The Asian Infrastructure Investment Bank (AIIB) serves as the Administrator of MCDF and host of the MCDF Secretariat. The MCDF Secretariat is technically established by, but functionally independent from, AIIB.
As part of its mandate, MCDF supports capacity-building activities to enable better project preparation, implementation, and alignment with high-quality connectivity infrastructure investment standards. This consultancy is tasked with improving procurement and portfolio management, including support for MCDF capacity building activities. |
| 2. Objectives of the Assignment

The objective of this consultancy is to strengthen MCDF’s capacity building function. The Program Consultant will enhance the MCDF Secretariat’s ability to plan, procure, and oversee activities that help emerging market financiers design and deliver connectivity infrastructure projects in accordance with accredited International Financial Institution (IFI) standards. |

The Program Consultant will work as part of the MCDF Program team and will be responsible for delivering key workstreams under the guidance of the Senior Program Officer of the MCDF Secretariat. The scope of services may include, but are not limited to: • Procurement and Contract Management: Coordinate with the MCDF Administrator and beneficiaries of MCDF grant-supported activities, undertake procurement processes, and manage contracts and payment arrangements. Tasks include drafting procurement documents, coordinating with stakeholders, and ensuring compliance with the MCDF Administrator’s Procurement Policy and procedures. • Expert Pool Development: Establish and maintain an expert pool for MCDF programs. Responsibilities include identifying qualified experts and facilitating their engagement across various initiatives. • Digital System Development, Rollout, and Training: Coordinate with the AIIB IT Department to develop MCDF’s digital monitoring and data-tracking systems. Responsibilities include maintaining project data, tracking progress using monitoring tools, proposing enhancements, and conducting training for internal and external stakeholders. • Portfolio Analysis: Conduct portfolio-level analysis of capacity building activities by gathering data and preparing insights to support decision-making. • Reporting and Documentation: Prepare reports, results briefs, and official publications that communicate the outcomes of capacity building efforts. • Perform other duties as assigned by the MCDF Secretariat. |

This assignment is a full-time consultancy for a period of one year. The Program Consultant will be based in Beijing, China. The consultant will report to the Senior Program Officer of the MCDF Secretariat, who will provide guidance, set work priorities, and oversee performance. |

The MCDF Secretariat will provide office facilities, onboarding support, access to internal systems, and ensure timely provision of relevant documents and data necessary for the assignment. |

| Qualification Requirement
| |
|
1. Master’s degree in a relevant field (e.g., financial management, finance, engineering, public administration). Advanced training and/or internationally recognized professional certifications in public procurement or finance are desirable. 2. Minimum 5-7 years of experience in public procurement and investment operations support in multilateral development banks or equivalent organizations. Sound knowledge and experience of international best practices in tendering and contracting strategies. 3. Proven experience in compiling institutional-level operations reports, including portfolio analysis, synthesis of project-level data to produce high-quality outputs such as reports, briefs, and knowledge products. 4. Demonstrated ability to lead development, rollout, and training of digital monitoring tools for operations support or public procurement. Experience coordinating across teams and delivering capacity building to both internal users and external stakeholders is highly valued. 5. Strong analytical, project management, and problem-solving skills with high attention to details. 6. Proven ability to uphold integrity standards in vendor and procurement management, applying sound governance and compliance practices. 7. Proficiency in both written and spoken English is required. |
