1. Project Background
The Asian Infrastructure Investment Bank (AIIB or the Bank) has been rapidly building up its investment portfolio since operations started in January 2016. As of 5 January 2021, AIIB has approved 159 investment projects totaling USD24.97 billion in net commitments, of which 34% of the projects are private sector investments (Non-sovereign Backed Financings, NSBF). For the forthcoming year, AIIB plans to add USD 10 billion of assets to its investment portfolio, of which up to 40% would be NSBF.
2. Objectives of the Assignment
To support and advise the Implementation Monitoring Department (IMD) in carrying out its portfolio monitoring and management functions, the Bank seeks services of a Senior Portfolio Management Consultant (based in Beijing), as defined in the Scope of Services.
3. Scope of Services
The consultant will work directly with several IMD project/asset management teams, under the leadership of the Bank’s Senior Portfolio Management Officers (S-PMOs) to whom he or she will report. The consultant is expected to carry out the following operational tasks, with a particular focus on helping manage the Bank’s private equity and financial institutions investments:
• Review and provide comments on portfolio monitoring documents prepared by project/asset management teams, including, e.g., valuation reports, Project Implementation Monitoring Reports (PIMRs) including sections relating to credit analysis of borrowers/ sponsors/ guarantors, relevant sections of Quarterly Portfolio Monitoring Reports, etc.
• Participate in both project level and portfolio level monitoring activities, including, e.g., reviewing documents submitted by clients and/or independent advisors to the projects, conducting financial and risk assessments, supervising board directors assigned by AIIB, and discussing with GPs/LPs or co-lenders on portfolio management issues, etc.
• Contribute to IMD’s inputs to the process of screening and structuring new deals, including, e.g., reviewing project concept papers, project document papers for final review, due diligence reports, draft term sheets, draft participation agreements, and other draft legal documents.
• Provide advice to the project/asset management teams on various portfolio management issues that may arise during the monitoring phase, particularly related to the Bank’s private equity and financial institutions investments.
• Provide inputs to the development and/or updating of relevant operational directives, administrative guidance, and knowledge-sharing/best-practice notes.
• Provide mentoring/training to junior IMD staff, to assist them in learning and improving through their daily project work.
• Carry out other duties as may be requested by S-PMOs.

5. Implementation Arrangement
During the contract period, the consultant is expected to work mainly remotely from home (in Beijing) and come to work at the AIIB HQs only when necessary or requested to do so.
6. Support to the Consultant by the Bank
Appropriate office space and administrative support will be provided to the Consultant while working at the Bank headquarters.
7. Knowledge Transfer and Training

Qualification Requirement
• Minimum 25 years’ experience in project finance, financial institutions or private equity investment operations. Extensive experience in Asia is preferable.
• At least 10 years’ experience in portfolio management in large international financial institutions (IFIs) or development financial institutions (DFIs).
• Extensive experience in coordinating among front office, middle office and back office in handling investment operations.
• Superior written and verbal communication skills (in English) with demonstrable ability to think strategically and synthesize complex issues (translated into effective oral and written documents).
• Master's degree in economics, finance, business administration, international relations, social sciences, or similar field relevant to the AIIB’s operations from a reputable school, or equivalent professional experience.
