1. Project Background
The Asian Infrastructure Investment Bank (AIIB or the Bank) is a multilateral development bank whose mission is to finance the Infrastructure for Tomorrow—infrastructure with sustainability at its core. We began operations in Beijing in January 2016 and have since grown to 110 approved members worldwide. The Bank is capitalized up to USD 100 billion and is Triple-A-rated by the major international credit rating agencies. Working with partners, AIIB meets clients’ needs by unlocking new capital and investing in infrastructure that is green, technology-enabled, and promotes regional connectivity.



The Complaints-resolution, Evaluation and Integrity Unit (CEIU) was established in 2016 as an independent unit within AIIB. It is led by a Managing Director who reports directly to the Board. CEIU’s role is defined in the Board-approved CEIU Terms of Reference (TOR).



Under its Integrity function, CEIU carries out AIIB’s anti-fraud and anti-corruption work in accordance with the Policy on Prohibited Practices (PPP). This includes investigating allegations relating to Prohibited Practices in AIIB sovereign and non-sovereign projects and/or other corporate activities. This function is guided by the PPP, which was approved by the Board in December 2016, as well as the related PPP Directive (2017) and PPP Administrative Guidance (2017).
2. Objectives of the Assignment
To support CEIU in carrying out investigations into suspected Prohibited Practices by planning and executing investigative activities; collecting and analyzing documentary, testimonial, and digital evidence; conducting interviews in accordance with international best practices; and preparing fact-based reports and presentations. All work shall be conducted in accordance with AIIB’s Policy on Prohibited Practices and aligned with recognized international investigation standards.
3. Scope of Services
The following are in scope:



A. Investigative Casework

Independently conduct assigned investigative tasks across the full case cycle, including intake review, planning, document analysis, field inquiries, and interview preparation.

Analyze financial, procurement, and project documentation for inconsistencies, red flags, or indicators of misconduct.

Conduct interviews with complainants, witnesses, and subjects using recognized methodologies, and prepare accurate interview summaries.

Assess the relevance and reliability of testimonial and documentary evidence.



B. Evidence Analysis and Documentation

Maintain comprehensive evidence logs, timelines, and case records in accordance with CEIU protocols.

Assist in developing evidence matrices and drafting factual summaries and interim findings.

Provide recommendations based on factual findings and investigative outcomes.

C. Reporting

Draft or contribute to investigation reports, closure memoranda, and internal briefings, ensuring they are well-structured, fact-based, and aligned with the Policy on Prohibited Practices (PPP).

Ensure accuracy, objectivity, and clarity in all written outputs, consistent with international investigative and legal standards.



D. Institutional Integrity Support

Contribute to lessons-learned exercises, trend identification, and knowledge-sharing efforts arising from completed investigations.

Provide technical input to enhance CEIU’s investigative tools, templates, and guidance materials.

Participate in team meetings, case reviews, and technical consultations as required.

4. Consultancy Output / Deliverables
The Consultant is expected to deliver the final outputs described in the Scope of Services, in accordance with a timeline agreed upon with CEIU. Deliverables may include, but are not limited to:

Investigation plans, official correspondences, and evidence matrices.

Interview plans, interview notes, and reviewed transcripts.

Draft and finalized investigation reports.

Presentations and briefing notes.

Complete documentation and evidence files.

5. Implementation Arrangement
The Consultant will report directly to the Head of Integrity and is expected to coordinate closely with other members of the Integrity team.

The assignment will be home-based. Travel to AIIB Headquarters or project-related locations may be required during the course of the contract, subject to business needs, and will be funded from CEIU’s operational budget.

6. Support to the Consultant by the Bank
CEIU will designate the Head of Integrity to coordinate the Consultant’s work.

CEIU will provide guidance, access to relevant AIIB documentation and materials, and support related to administrative requirements such as payments, IT, and travel.

AIIB will provide the Consultant with an official AIIB email account and access to necessary systems. The Consultant is expected to use the official email account for all work-related communications.
7. Knowledge Transfer and Training

Qualification Requirement
Master’s degree or equivalent in law, economics, social sciences, business administration, finance, or related fields from a reputable university.

Minimum 10 years of experience conducting investigations into fraud, corruption, collusion, coercion, obstruction, theft, and/or misuse of resources in sovereign/non-sovereign projects, and/or corporate activities in a multilateral development bank, international organization, or similar entity. Relevant legal experience is an advantage.

Familiarity with MDB investigation frameworks and international standards.

Demonstrated experience across all phases of investigative work (intake, investigation, sanctions), proven ability to conduct interviews with witnesses and subjects; assess evidence; undertake legal review of cases, and draft clear, objective, and well-supported investigation reports and briefings.

Excellent written and oral communication skills in English; proficiency in additional languages relevant to AIIB Members is an asset.

Proven ability to manage multiple priorities under pressure while maintaining high standards of quality and confidentiality.

Strong interpersonal skills and demonstrated ability to work effectively in multidisciplinary and multicultural teams.
